What Is a JSA? A Simple Guide for Earthmoving Contractors

If you’ve worked on construction, civil or earthmoving projects, you’ve probably been asked to complete a JSA before starting work. But what exactly is a JSA, and why is it so important?

A Job Safety Analysis (JSA) is a document used to identify the hazards involved in a specific task and the control measures needed to reduce the risk of injury or damage. Rather than being a box-ticking exercise, a JSA is designed to help workers stop, think and plan the job before work begins.

Why Is a JSA Important?

Every earthmoving job is different. Ground conditions, underground services, weather, machinery and other workers can all introduce hazards that need to be managed.

Completing a JSA helps you:

  • Identify potential hazards before work starts.
  • Reduce the risk of injuries and incidents.
  • Improve communication between workers on site.
  • Meet workplace health and safety requirements.
  • Demonstrate that risks have been considered and controlled.

What Should a JSA Include?

  • Equipment and machinery being used.
  • Hazards associated with each task.
  • Risk level.
  • Control measures to reduce the risk.
  • Required personal protective equipment (PPE).
  • Names and signatures of workers involved.

The document should be completed before work begins and reviewed whenever site conditions or the scope of work changes.

Common Hazards in Earthmoving

Some of the hazards commonly identified in earthmoving JSAs include:

  • Underground services.
  • Overhead powerlines.
  • Moving plant and exclusion zones.
  • Unstable ground or trenches.
  • Pedestrians and other workers.
  • Traffic management.
  • Dust and noise.
  • Poor weather conditions.
  • Slips, trips and falls.

Every site is different, so hazards should always be assessed for the specific work being undertaken.

JSA vs SWMS – What’s the Difference?

A JSA identifies the hazards and controls for a particular task.

A Safe Work Method Statement (SWMS) is a more detailed document that is legally required for certain types of high-risk construction work under Australian workplace health and safety laws.

Many businesses use both documents together, with the JSA helping workers assess the specific risks present on the day.
